GST on Renovation in Singapore

Two quotations for the same job, one with GST and one without, are not necessarily one honest contractor and one dishonest one. Whether GST belongs on a renovation quotation depends on the contractor rather than on the work, and the difference is worth understanding before you read it as a discount.

The rate is 9%

Singapore GST is 9%. On a quotation it should appear as its own line calculated on the subtotal, not folded into the individual rates, so that you can see both the work and the tax.

On a $45,000 renovation that is a little over $4,000, which is large enough that a quote quietly including or excluding it changes your comparison completely.

Not every contractor charges it

A business in Singapore is only required to register for GST once its taxable turnover crosses the statutory threshold. Plenty of smaller renovation outfits and sole proprietors sit below it and therefore neither charge GST nor remit it.

So a quotation with no GST line is not automatically a red flag. What is a red flag is a quotation that charges GST without showing a GST registration number, because a business collecting GST is registered, and a registered business puts the number on its documents.

Comparing a quote with GST against one without

Compare the pre-GST subtotals, then add the tax back to whichever one has it. Comparing a GST-inclusive total against a GST-exclusive one makes the registered contractor look nine per cent more expensive than they are, and that is a decision made on the wrong number.

What to check on the document

That GST appears as a separate line with the rate stated. That the registration number is on the quotation if GST is being charged. And that the payment stages are calculated in a way you can follow, since each staged payment will carry its share of the tax.

The arithmetic on a staged payment

Renovation here is paid in stages rather than as a deposit and a final bill, so the tax arrives in stages too. The common split is ten per cent on confirmation, forty on commencement, forty at the midpoint and ten on handover, and each of those carries its own share.

On a $45,000 job before tax, GST at 9% is $4,050 and the total is $49,050. Every stage is then that stage’s percentage of the larger number, which is worth seeing written out because it is where people are surprised.

A quotation is not a tax invoice

They are two different documents doing two different jobs. A quotation is an offer to do work at a price. A tax invoice is what a GST-registered business issues for a supply it has made, and IRAS sets out what one has to contain, including the registration number and the amount of GST charged.

In practice you will receive both: a quotation up front, and an invoice at each payment stage. If you are only ever getting one of them, ask for the other, and note that the distinction is one of the things a quotation and a contract also get confused about.

If the rate changes part-way through

Singapore’s GST rate has moved more than once in recent years, most recently to 9% at the start of 2024, and a renovation that straddles a change is exactly the case IRAS publishes transitional rules for. Which rate applies to which part of the job depends on when the work is supplied and when it is invoiced rather than on when the quotation was signed.

You do not need to work this out yourself, and you should not try to from an article. What is reasonable is to ask the contractor to state on the quotation what happens if the rate changes during the works, because a document that has thought about it is a document less likely to produce an argument.

Questions

Is GST charged on the whole renovation or only on materials?

Where a contractor is GST-registered, it applies to the taxable supply they are making, which for a renovation is normally the job as quoted rather than a part of it. The quotation should show it calculated on the subtotal.

Can I ask a contractor to quote without GST?

Not if they are registered. A GST-registered business has to charge it, and an offer to leave it off is an offer to do something they are not permitted to do.

Does GST apply to the deposit?

Each staged payment normally carries its proportion of the tax. The quotation should make the stage amounts clear enough that you can see this rather than having to work it out.

Why does one quote look 9% cheaper than another?

Frequently because one is GST-exclusive and the other is not. Compare the subtotals before the tax line, which is the only comparison that is like for like.
